Posting Identification Number 36614 Human Resources Associate Position Overview: The Department of Juvenile Justice is seeking a motivated candidate to serve as a Human Resources Associate at IYC - Harrisburg in the Personnel Office.
The ideal candidate is self -motivated, task oriented, has excellent organizational skills, and shows great attention to detail.
This position performs complex, sensitive, confidential, and independent para-professional duties in the day-to-day operation of the Personnel Office.
This position maintains personnel files, prepares personnel transactions and documents while verifying compliance with the Personnel Code, Rules, Pay Plan, Collective Bargaining Agreements and Agency policies.
Responsibilities also include compiling information and data for statistical monthly reports, verifying credentials, and documentation for leaves and other matters requiring confidential documents.
This position serves as a receptionist and acts as Group Insurance Preparer.

25% Prepares and submits personnel transactions and documents to proper departments.
Maintains personnel files, hostage files, confidential files, and medical information files.
Provides timekeeping and payroll with transactions to complete their assignments.
Computes continuous service dates, seniority dates, and creditable service dates for contractual rights.
Maintains interview files.
Verifies that proper interview information is completed and sent with transactions.
Conducts orientation to new employees.
20% Serves as Worker’s Compensation Coordinator.
Prepares and distributes documentation.
Determines employee’s eligibility for modified duty assignments and notifies all parties of approval of modified duty work and employee’s restrictions.
Compiles necessary forms and medical bills for employees sustaining work-related injuries and forwards to the appropriate Worker’s Compensation Administrator.
Prepares the employee’s request for extended benefits, temporary total disability, and service-connected benefit time.
15% Monitors performance evaluations and sends out monthly reminders.
Completes, serves, and processes disciplinary transactions.
Maintains logs for transactions sent.
Establishes and maintains electronic database of personnel information for use on transactions and reports.
10% Responds to subpoenas, job verifications, Public Aid inquiries, unemployment hearings, etc.

Compiles and submits paperwork to Grievance Committee.
10% Processes background checks and verifies requested employee information.
Responds to inquiries regarding credit checks, verification of employment, etc.
Conducts pre-employment checks.
Submits background information into the Department of Children and Family Services background portal.
Completes required background paperwork and submits packets to the background’s unit.
Verifies all information is received and accurate.
Notifies all stakeholders once the background has been completed.
Prepares outgoing mail.
10% Assists in preparing insurance documents.
Prepares health, life, and dental insurance transactions.
Prepares complex Group Insurance Financial Control System (GIFCS) over/under and discrepancy reports and enters in the computer.
Computes adjustments and proper premiums.
05% Serves as Personnel Office receptionist.
Screens calls, opens, and distributes mail.
Answers routing questions on exam schedules.
Explains rules and insurance policies.
05% Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications: Requires knowledge, skill, and mental development equivalent to completion of two (2) years of college or satisfactory completion of an approved training program.
Preferred Qualifications (In Order of Significance): 1.
Prefers at least two (2) years of experience reviewing and processing personnel paperwork.
2.
Prefers at least two (2) years of experience computing continuous service dates, seniority dates and creditable service dates.
3.
Prefers at least two (2) years of experience creating and maintaining Worker’s Compensation files.
4.
Prefers at least two (2) years of experience processing Group Insurance transactions.
5.
Prefers at least one (1) year of experience maintaining job descriptions.
6.
Prefers at least one (1) year of experience applying human resources programs, rules, and regulations.
7.
Prefers at least one (1) year of experience preparing documents while applying correct composition, grammar, spelling, and punctuation.
8.
Prefers at least one (1) year of experience following office practices and procedures.
9.
Prefers at least one (1) year of experience utilizing commonly used manual and automated office equipment, systems, and software and performing routine maintenance.
Conditions of Employment: Requires the ability to pass an IDOC/IDJJ background check.
Requires ability to pass a drug screen.
