3 year old female cat (Tamaroa)

I was supposed to be just fostering this cat, but no contact from owner.
She must be the only animal I have had her since Halloween and she still doesn't get along with my cats or dogs.
I feel like it's cruel to keep her where she is not able to truly live her best life
